While in-person engagement is a vital part of the Billington State & Local CyberSecurity Summit, we recognize that not all state, local, tribal and territorial government cyber leaders can travel to Washington, D.C. this March for the Second Annual Summit. The virtual edition of the Summit ensures that interested attendees can take part regardless of their physical location.
On Tuesday, March 18, the panels and presentations from Billington’s March 11–12 program will be available for on-demand viewing by all registered attendees.
Those registering for the Virtual Summit will also have full access to the Whova app, and the ability to directly connect with other attendees (both in-person and virtual). All registrants are encouraged to create their Whova account at registration.

Is there a cost to participate virtually?
Registration and participation are free for all government and military personnel. There is a $295 registration fee for non-government attendees.
How do I participate in the Virtual Summit?
- Session viewing: Virtual sessions will air beginning Tuesday, March 18, 2025. Recordings from all of the prior-week’s sessions will be available for you to watch through the Whova app. You can watch them on your phone through the mobile app, or through a web browser on your computer.
- Engagement: While we don’t offer live streaming during the Summit, you will have access to the Whova app and are invited to log in March 11–12, 2025 to engage in dialogues and discussion boards with onsite attendees. You can also visit virtual sponsor booths, learn more about their products and offerings, and contact them for more information.
I’m coming to the 2nd Annual State & Local Summit in person. Can I also register for the Virtual Summit?
There is no need to register a second time. In-person registrants will also have on-demand access to the recorded sessions, so you can view breakout sessions that ran concurrently or revisit a panel you found especially valuable.
If virtual participation is an option, why should I travel and participate in person?
In addition to the in-person networking and informal conversations that come with face-to-face participation, there are several elements of the Summit that cannot be effectively virtualized. The all-attendee reception, lunchtime facilitated roundtable discussions, and pre-conference workshop sessions are available only to in-person attendees.
Can I participate in the StateRAMP Symposium virtually?
Unfortunately not. StateRAMP’s March 10 Symposium on Cybersecurity Framework Harmonization is in-person only.
